IsraelX is a consortium of Israeli higher education institutions, headed by the Council for Higher Education (Israel) and the National Digital Ministry of Israel. IsraelX is Campus' international arm. It is part of the Israeli National Project for Digital Learning. Their goal is to encourage general, academic, and professional education in Israel to close the gap between the rich and the poor and to accelerate economic growth.

It also aims to become a smarter and faster government and a world leader in this area.
The Council for Higher Education is a public, independent, and professional statutory corporation that handles all matters related to higher education in Israel. In particular, the CHE sets policy on fundamental issues and accredits new degrees and institutions. All while protecting academic freedom. 1958 was the year that the CHE was created. In 1977, a government decision established the PBC (Planning and Budgeting Committee).
